FLS in identified and designated Health Service Providers (HSPs)

What is being done to ensure access to French Language Services in our various health service sectors?  

As part of a hospital’s reporting accountability to the NE LHIN, HSPs  that are designated under the French Language Services Act and those identified to provide services in French, have to complete a French Language Services (FLS) Report

What does French Language Services and patient/client-centered care mean?

Patient/client-centered care includes providing equitable access and accessibility to quality professional services in French on a permanent basis. Equitable access to quality professional services in French means that Francophone communities in the HSP’s catchment area can equitably access services provided in French by health professionals capable of providing services in French, on a permanent basis.

How is the FLS Report used?

The information submitted by the identified/designated HSPs is used to calculate the hospital FLS Equity Index, an indicator that helps in measuring how equitable a HSP is regarding access and accessibility of its services in French for Francophone clients. This indicator is then used to determine the HSP

FLS target and included in their accountability agreement with the NE LHIN.
The LHIN will review the HSPs’ progress towards achieving its target and will advise them of the FLS reporting process in advance of the review.

What is the FLS Equity Index and how is it calculated?

Indicator Definition:

A  FLS equity index of “1” suggests that access to and accessibility of services are fully equitable for the Francophone population. In this case Francophone communities in the HSP’s catchment area have equitable access to services in French.

A FLS index of “0” means nothing is happening to ensure access to accessibility of  services in French for the Francophone population. In this case Francophone communities in the HSP’s catchment area are not integrated in HSP service planning process.

A FLS index greater than “1” suggests that access to and accessibility of services in French are more than equitable for the Francophone population.

Indicator Calculation:

  • Numerator: # FTE Hospital services accessible (incl. available) in French in the HSP/ Total French speaking population in HSP’s catchment population.
  • Denominator: # FTE services accessible (incl. available) in the HSP/Total population in HSP’s catchment population.
  • FLS Equity Index Indicator Calculation: (Numerator/ Denominator)
